William Henry "Bill" Cleland was born Nov. 2, 1939, the youngest of 4 children, to W. B. and Katherine (Scammahorn) Cleland. He grew up in Wagoner and graduated from Wagoner High School before serving his country in the U.S. Army; he later continued that service in the Oklahoma National Guard. On August 16, 1961 Bill was united in marriage to Velma Lois Peters in Wagoner, a union which seemed effortless and lasted 50 years. Bill continued his education at the University of Tulsa in business and banking. He worked as a banker before he and Velma operated the Otasco Store in downtown Wagoner. Bill also established the Cleland Oil Co., a petroleum distributorship, and later became a pawnbroker in Broken Arrow for several years. He and Velma were long-time members of the First Baptist Church in Wagoner. Bill was also an active member of the Wagoner Masonic Lodge #98 and was a Demolay Dad' to many of the area youth. He was a true outdoorsman' and loved hunting and fishing and sharing those times with friends and family. Surrounded by his family, Bill passed away Monday, Nov. 7, 2011 at St, John Medical Center in Tulsa. Bill was preceded in death by his parents and his brother-in-law, Ray Ferguson. He is survived by his wife, Velma; his children, W.H. Dub' Cleland II and Cynthia M. Rappsilber and her husband, Tom all of Tulsa; grandchildren, Matthew and Amanda Cleland of Plano, TX, Nicholas and Dana Cleland and T.J. and Catelyn Baby' Rappsilber all of Tulsa; two brothers, W.B. Cleland and his wife, Bonnie and Kenneth Cleland and his wife, Carol all of Wagoner; a sister, Kitty Ferguson, also of Wagoner; a mother-in-law, Otalie Peters of Claremore; numerous nieces and nephews, other relatives and many friends.
